Taxi owner groups rip TLC proposal to allow livery pickups outside Manhattan

Those looking to hail a cab outside Manhattan may soon find a taxi with more ease - just don't expect it to be yellow. The Taxi and Limousine Commission is working with the City Council on a proposal to allow livery cars outside of Manhattan to accept street hails.
