He was a devoted husband and father of three children.  The photo shown here is of Brother Fletcher and his family at the Local 100 Family Day Celebration at Coney Island in 2016. He participated regularly with his wife, children, and grandchildren. According to his widow, Veronica, "Joseph loved his family, which included both his MTA family and the great City of New York. His bravery, dedicated service, and loving devotion to all facets of his family is an amazing legacy for our beloved hero."

Paul Green, the Maintenance Shop Steward at Flatbush, said, “he was a very friendly, jovial guy, always talking with and smiling at everyone.  He was easy to get along with, and he will be deeply missed here at Flatbush.”

Maintenance Division Chair Danny Ascona said that Brother Fletcher was “a really good guy, and a great union supporter.  I’m so sorry for this terrible loss to our Division and his beautiful family.”

Vice President JP Patafio added: “We lost a good union Brother, who was well known and well respected.  He will be missed in the depot and throughout Maintenance.”
